EXPLANATORY NOTES

Geographical positions refer directly to the graduations of the largest scale Canadian Hydrographic chart unless otherwise indicated.

Bearings  refer to the true compass and are measured clockwise from 000° (North) clockwise to 359°; those relating to lights are from seaward.

Visibility of lights is that in clear weather.

Depths  - The units used for soundings (metres, fathoms or feet) are stated in the title of each chart.

Elevations   are normally given above Higher High Water, Large Tides unless otherwise indicated.

Distances  may be calculated as follows:

1 nautical mile = 1 852 metres (6,076.1 feet)
1 statute mile = 1 609.3 metres (5,280 feet)
1 metre = 3.28 feet

Temporary & Preliminary Notices are indicated by a (T) or a (P) before the chart action and in the section 1. Please note that Nautical charts are not amended by the Canadian Hydrographic Service for Temporary (T) and Preliminary (P) Notices. It is recommended that mariners chart these corrections in pencil. Listing of charts affected by Temporary and Preliminary Notices are revised and promulgated quarterly in Section 1 of the Monthly Edition.

Please note that, in addition to the temporary and preliminary changes normally advertised as (T) and (P) Notices, there are a few permanent changes to navigational aids that have been advertised as Preliminary Notices to Mariners while charts are being updated for new editions.

Marine Information Report & Suggestion Sheet -  Mariners are requested to notify the responsible authorities when new or suspected dangers to navigation are discovered, changes observed in aids to navigation or corrections to publications are seen to be necessary. Such communications can be made using the Marine Information Report & Suggestion Sheet inserted on the last page of each monthly edition of Notices to Mariners.

Canadian Hydrographic Service - Information Published in Section 2 Notices to Mariners -  Mariners are advised that only the most critical changes that directly affect safety to navigation are issued in Chart Corrections - Section 2. This limitation is required to ensure that charts remain as clear and easy to read as possible. As a result, mariners may see minor discrepancies of a non-critical nature between information in official publications. For example, a small change in the nominal range or height of a light may not result in the production of a chart correction, in Notices to Mariners,  but may result in a List of Light, Buoys and Fog Signals  correction.

In case of discrepancy between information provided on CHS charts related to aids to navigation, and the List of Light publication, the latter shall be deemed as containing the most up to date information

CHART CORRECTIONS - SECTION 2

 

Corrections to nautical charts will be listed in numeric order by chart number. Each chart correction listed applies only to that particular chart. Related charts, if any, will have their own specific correction listed separately.

Users should also refer to CHS Chart 1 Symbols, Abbreviations Terms for additional information pertaining to the correction of charts.

The illustration below describes the elements that will comprise a typical Section 2 chart correction.

ADVISORY

NOTICES TO SHIPPING (WRITTEN AND BROADCAST)

The Canadian Coast Guard is implementing a number of changes to the aids to navigation system in Canada.

These changes are advertised as Notices to Shipping (Broadcast and Written) by the Canadian Coast Guard and are followed up with Notices to Mariners, then charts are updated by hand correction, reprints or new editions.

Mariners are advised that all relevant Written Notices to Shipping should be kept until superseded by Notices to Mariners or through revised charts issued by the Canadian Hydrographic Service.

Written Notices to Shipping are available on the Canadian Coast Guard Website at: www.ccg-gcc.gc.ca/eng/CCG/NOTSHIP.

The Canadian Hydrographic Service is reviewing the impact of these changes with the Canadian Coast Guard and together we are preparing an action plan on the issuing of chart revisions.

CANADIAN HYDROGRAPHIC SERVICE - CURRENT CHART EDITION DATES

CHART EDITIONS
The three terms described below are used to indicate the publication status of Canadian charts.
NEW CHART - "NEWCHT"
The first publication of a Canadian chart embracing an area not previously charted to the scale shown, or embracing an area different from any existing Canadian chart.
NEW EDITION - "NEWEDT"
A new issue of an existing chart containing amendments essential to navigation in addition to those issued in Notices to Mariners and making existing editions obsolete.
REPRINTS
A new issue of the current edition of a chart incorporating no amendments of navigational significance other than those previously promulgated in Notices to Mariners. It may also contain amendments from other sources provided they are not essential to navigation. Previous printings of the current edition remain in force.

CANADIAN HYDROGRAPHIC SERVICE - PRINT ON DEMAND CHARTS - CARE AND USE

Background

By providing nautical charts to the public, the goal of the Canadian Hydrographic Service (CHS) is to provide services for safe navigation in a fiscally responsible manner. As a result, CHS continues to expand its portfolio of nautical paper charts that are printed using Print On Demand (POD) technology. These charts are easily recognized by their whiter paper and the coloured logo of the Canadian Hydrographic Service. This new technology enables CHS to print charts in a more efficient manner while enhancing chart content through being able to quickly add new and important information. POD technology provides customers with up-to-date charts without the historical hand-drawn corrections or glued-on patches. Additionally, this technology eliminates out-of-stock situations which arise with the traditional printing and warehousing methods. In the event of a national emergency, CHS can respond to the appropriate authorities with best available information very quickly.

Care of Your POD Chart

CHS encourages its customers to handle the POD charts more carefully than the traditional lithographic charts. When plotting information on POD charts, use HB pencils and apply limited pressure. Testing has suggested that an Indian gum eraser is more effective than alternatives when used on the product. This eraser is also suitable for charts printed using lithographic processes.

CANADIAN HYDROGRAPHIC SERVICE - TRANSPORT CANADA NAVIGATION SAFETY - ECDIS

Mariners are advised that ECDIS may not display some isolated shoal depths when operating in "base or standard display" mode. Route planning and monitoring alarms for these shoal depths may not always be activated. To ensure safe navigation and to confirm that a planned route is clear of such dangers, mariners should visually inspect the planned route and any deviations from it using ECDIS configured to display "all data". The automated voyage planning check function should not be solely relied upon.

Answering distress signal

384. (1) The master of a Canadian ship at sea, on receiving a signal from any source that a ship or aircraft or survival craft thereof is in distress, shall proceed with all speed to the assistance of the persons in distress informing them if possible that he is doing so, but if he is unable or, in the special circumstances of the case, considers it unreasonable or unnecessary to proceed to their assistance, he shall enter in the official log-book of the ship the reason for failing to proceed to the assistance of those persons.

Ships requisitioned

(2) The master of any ship in distress may, after consultation, in so far as possible, with the masters of the ships that answer his distress signal, requisition one or more of those ships that he considers best able to render assistance, and it is the duty of the master of any Canadian ship that is so requisitioned to comply with the requisition by continuing to proceed with all speed to the assistance of the ship in distress.

Release from obligation

(3) The master of a ship shall be released from the obligation imposed by subsection (1) when he learns that one or more ships other than his own have been requisitioned and are complying with the requisition.

Further release

(4) The master of a ship shall be released from the obligation imposed by subsection (1), and, if his ship has been requisitioned, from the obligation imposed by subsection (2), if he is informed by the persons in the ship in distress or by the master of another ship that has reached those persons that assistance is no longer necessary.

Offence and punishment

(5) If the master of a Canadian ship contravenes this section he is guilty of an indictable offence and liable to a fine not exceeding five hundred dollars or to imprisonment for a term not exceeding one year.

Right to salvage

(6)  Nothing in this section affects the provisions of section 451 and compliance by the master of a ship with this section does not affect his right, or the right of any other person, to salvage.

Minister may designate rescue coordinators

385 . (1) The Minister may designate persons, to be known as rescue coordinators, to organize search and rescue operations in Canadian waters and on the high seas off the coasts of Canada.

Power of rescue coordinators

(2) On being informed that a vessel or aircraft or survival craft thereof is in distress or is missing in Canadian waters or on the high seas off any of the coasts of Canada under circumstances that indicate it may be in distress, a rescue coordinator may

(3) Every master or person in charge of a vessel in Canadian waters or a Canadian vessel on the high seas off the coasts of Canada who fails to comply with an order given by a rescue coordinator or a person acting under his direction is guilty of an offence and liable on summary conviction to a fine not exceeding five hundred dollars or to imprisonment for a term not exceeding six months, or to both.

Defence

No master or person in charge of a vessel shall be convicted of an offence under subsection (3) if he establishes that compliance with an order of a rescue coordinator or person acting under the direction thereof would have exposed his vessel or tow or persons on board it to serious danger.

Designation of Rescue coordinators

130.  (1) The Minister may designate persons as rescue coordinators to organize search and rescue operations.

(2) On being informed that a person, a vessel or an aircraft is in distress or is missing in Canadian waters or on the high seas off any of the coasts of Canada under circumstances that indicate that they may be in distress, a rescue coordinator may

Duty to comply

(3) Every vessel or person on board a vessel in Canadian waters and every vessel or person on board a vessel in any waters that has a master who is a qualified person shall comply with a direction given to it or them under subsection (2).

Answering distress signal

131. (1) Subject to this section, the master of a vessel in Canadian waters and every qualified person who is the master of a vessel in any waters, on receiving a signal from any source that a person, a vessel or an aircraft is in distress, shall proceed with all speed to render assistance and shall, if possible, inform the persons in distress or the sender of the signal.

(2) If the master is unable or, in the special circumstances of the case, considers it unreasonable or unnecessary to proceed to the assistance of a person, a vessel or an aircraft in distress,the master is not required to proceed to their assistance and is to enter the reason in theofficial log book of the vessel.

Ships requisitioned
(3) The master of any vessel in distress may requisition one or more of any vessels that answer the distress call to render assistance. The master of a requisitioned vessel in Canadian waters and every qualified person who is the master of a requisitioned vessel in any waters shall continue to proceed with all speed to render assistance to the vessel in distress.

Release from obligation
(4) The master of a vessel shall be released from the obligation imposed by subsection (1) when the master learns that another vessel is complying with a requisition referred to in subsection (3).

Further release
(5) The master of a vessel shall be released from an obligation imposed by subsection (1) or (3) if the master is informed by the persons in distress or by the master of another vessel that has reached those persons that assistance is no longer necessary.

OFFENCES AND PUNISHMENT

137.  (1) Every person who, or vessel that, contravenes any of the following commits an offence:

(2) Every person who, or vessel that, commits an offence under subsection (1) is liable on summary conviction to a fine of not more than $1,000,000 or to imprisonment for a term of not more than 18 months, or to both.

3) No person on board a vessel may be convicted of an offence under paragraph (1)(a),  (b)  or (c)  if they had reasonable grounds to believe that compliance with subsection 131(1) or (3) or section 132, as the case may be, would have imperilled life, the vessel or another vessel.

Insert: 157.1  Weather. - During the summer months, air-mass thunderstorms often develop around Lake Melville. These storms form over the warm land and tend to weaken as they move over the colder waters of the lake. Line or frontal thunderstorms, which can also occur in the area, rarely weaken over Lake Melville. These storms often form a continuous line of active weather, offering little opportunity to avoid them. Sea breezes along various parts of the shore can converge, resulting in more thunderstorm activity. Lightning, heavy rain and strong gusty winds accompany these storms which can become more severe near the shoreline; caution is advised.

The channel is well marked throughout its length by lights and lighted and unlighted buoys, and at its lower end by a 227.7°  lighted range northeast of Peche Island. A racon is at the front range light. The front range light should not be passed close aboard, even by vessels of shallow draft. Lake St. Clair Light  (42°27’55"N., 82°45’15"W.), 52 feet [15.8 m] above the water, is shown from a white square tower on a cylindrical base on the northwest side of the channel at the slight turn near its midpoint. A radar beacon (Racon) is at the light.

An 11-foot [3.4-m] shoal is 0.3 [0.26] mile east of the light. Five Foot Reef,  0.9 [0.8] mile east of the light, has a least depth of 4 feet [1.2m] and is marked on the south side by a buoy. A 13-foot [4-m] shoal is 1.2 [1] miles east of the light.
